More than ever in these times of market downturn, companies all want only the top people to work for them and companies therefore put their employees under greater and greater stress to excel.
The staff are given goals to achieve. If they achieve their first objective, they are given a higher objective the next time. If goals are not attained, then if these are bonus related goals, they can mean that no bonus is received.
